Garissa Township MP Aden Duale had said that the 2022/23 budget statement was unconstitutional and illegal.

National Treasury CS Ambassador Ukur Yatani has weighed in on the accusations that he skipped key issues during the budget-making process.

Addressing the media on Thursday after presenting the 2022/23 budget, Yatani said that the Treasury followed all the necessary processes.

He noted that Treasury consulted during the process and that it had obtained the necessary approval from the Speaker of the National Assembly.

“As National Treasury, we do not just come from anywhere and go to Parliament. It is a process of due consultation and we have the necessary approval from the speaker who’s the head of Parliament,” Yatani stated.

“All the necessary steps and procedures have been duly followed. And we had even sought to seek authority or support and understanding of the rest of the East African Community so that we can present our budget earlier because of an election,” he added.

Yatani said that all the necessary documentation was duly submitted to the National Assembly and was discussed and debated.

His remarks came after Garissa Township MP Aden Duale said that the 2022/23 budget was unconstitutional and illegal.

He claimed that some key issues were not brought to parliament and therefore the Treasury had assumed the role of the National Assembly.

“What the CS of National Treasury Ukur Yatani is doing this afternoon is unconstitutional and illegal; from where I sit, I will not be listening to this budget,” Duale remarked.
