Key Highlights Of President Ruto's First Budget

State House Spokesperson Hussein Mohamed has released key highlights of the 2023/2024 financial year budget.

In a statement on Thursday, June 15, Hussein noted that Education will receive Ksh 630 billion (27.4 percent of the budget) to promote shared prosperity, by providing accessible & quality education to all Kenyans. 

Junior Secondary School (JSS) capitation has been increased to Ksh 25.5 billion from Ksh 15 billion in the 2022/2023 financial year.

The Kenya Kwanza government has doubled the allocation to the Higher Education Loans Board (HELB) from Ksh 15 billion to Ksh 30 billion.

The National government health services have been allocated Ksh 141 billion with additional funds allocated to the county governments.

The President Ruto administration has allocated Ksh 250 billion to road construction which will prioritize the completion of stalled and ongoing projects. 

Ksh 5 billion has been allocated to the Fertiliser Subsidy Program and Ksh 25 billion allocated to clear arrears for unpaid oil subsidies.

The Kenya Kwanza administration has allocated Ksh 3 billion to complete the construction of 181 stalled markets that were initiated in 2008.

Counties have been allocated Ksh 4.7 billion as conditional grants to establish 47 aggregation and industrial parks in each county.

The national government has also allocated an extra Ksh 3B allocated for six EPZ Industrial Parks.

“This will stimulate job creation, decrease post-harvest losses, enhance processing, marketing, and distribution of agricultural products,” Hussein stated.

The Ruto government has also allocated Ksh 10 billion to the Hustler Fund to support entrepreneurial endeavors and Ksh 5B allocated to the School Feeding Programme.
