The bipartisan team bringing together the Azimio La Umoja coalition and the Kenya Kwanza Alliance has rolled out a framework that will enable Kenyans to share their views on the ongoing talks.

The team led by Wiper Leader Kalonzo Musyoka and National Assembly Majority Leader Kimani Ichung'wah have asked Kenyans to submit their opinions and views regarding the talks.

In an advertisement shared in a local daily, the two co-chairs said Kenyans can share their views via written memoranda addressed to the clerk of the National Assembly or the clerk of the Senate.

The memoranda can be sent via P.O BOX 41842-00100, Nairobi. It should be clearly marked as Memoranda to the National Dialogue Committee.

The views can also be hand-delivered to the Secretariat, National Dialogue Committee, CPA Room, Ground Floor, and Parliament Buildings.

The views should reach the committee on or before September 8, 2023, by 5pm.

The two chairs said they would communicate a day for the oral submissions later.

The committee has settled on five issues to be discussed.

In a statement on Wednesday, August 30, the committee listed constitutional matters including Article 43 of the constitution, implementation of the "two-thirds gender rule, governance issues, and adequate checks and balances as the issues to be discussed.

NADCO also agreed to negotiate the restructuring and reconstitution of the Independent Electoral and Boundaries Commission (IEBC), boundaries delimitation; and the audit of the 2022 presidential election.

The committee will also discuss the National Government Constituencies Development Fund, the National Government Affirmative Action Fund; and the Senate Oversight Fund. 

In addition, the committee, led by Kimani Ichung'wah and Kalonzo Musyoka, will discuss the establishment of the office of the Leader of the Official Opposition, the entrenchment of the office of the Secretary to the Cabinet, and interference by political parties and coalitions.

Ichung’wah and Kalonzo also signed a framework agreement for the dialogue.
