This will be the second joint sitting since the 2022 general elections. 

 National Assembly Speaker Moses Wetang’ula and Senate Speaker Amason Kingi have announced a joint sitting on Thursday, November 9, 2023.

In a gazette notice dated November 1, the two speakers said President William Ruto will address the nation during the joint sitting which will take place at the National Assembly Chamber at 2.30 p.m.

“Notice is given to all Senators that pursuant to Article 132 (1) (b) and (c) (i) and (iii) of the Constitution, the President of the Republic of Kenya and Commander-in-Chief of the Kenya Defence Forces, His Excellency (Dr.) William Samoei Ruto shall address a special sitting of Parliament on Thursday, 9th November, 2023, at 2.30 p.m.

“Accordingly, pursuant to Standing Order 25 of the Senate Standing Orders, I notify all Senators that a special sitting of Parliament shall be held on Thursday, 9th November, 2023, at 2.30 p.m., at the National Assembly Chamber, Main Parliament Buildings, Nairobi,” the notice read.

The nation address is in accordance with Article 132 (1) of the Constitution which stipulates that a President shall address the opening of each newly elected parliament and a special sitting once every year.

This will be President William Ruto’s second national address since he took over power from his predecessor Uhuru Kenyatta last year.

His first address was on September 29, 2022, when he spelled out his government’s agenda.
