Raila vowed to move to court. 

Azimio la Umoja leader Raila Odinga has claimed that the Western Regional Commissioner ordered the demolition of Lurambi MP Bishop Titus Khamala house in Kakamega’s Milimani estate.

Speaking on Friday December 1, in Kakamega Raila said the ODM MP legally bought the land where he built his mansion and has occupied the place for over twenty years.

"There has been an incident here in Kakamega, they brought bulldozers and demolished houses, one of which belongs to Bishop Titus Khamala. He bought that land, built a house, and has lived there for more than twenty years," said Raila.

The opposition leader at the same time said the Regional Commissioners have no authority under the current constitution to order demolition of houses.

“I have heard that the order came from Regional commissioner, I want to say here today the provincial administration went with the previous constitution, the current constitution has no provision for provincial administration.

"Under the devolved system of government the executive authority in counties rests with the governor not the so-called regional commissioner or county commissioner,” the ODM leader stated.

Raila vowed to move to court to have the post of Regional and County commissioners declared unconstitutional.

“These are relics of colonialism that we must remove, and we will go to court to declare this so-called provincial administration unconstitutional,” Raila continued.

“County commissioners have no powers to interfere with the governor. The so-called regional commissioners are illegal, and there are no regions in our government structure."

The Milimani estate houses were demolished to pave the way for the government’s affordable housing project.

Former Cabinet Secretary Amina Mohamed and billionaire Tejveer Singh Rai's houses were also demolished.
