Government Orders Security Firms To Submit 2 Documents

The Private Security Regulatory Authority (PRSA) has directed all security firms to submit two new documents while applying for tenders.

In a statement on Tuesday, February 13, PRSA CEO Fazul Mahamed announced that security firms henceforth must submit the certificate of registration as a corporate private security service provider and Guard Force Numbers (GFN) issued by the Authority for their private security officers.

“Going forward, all private security companies must as part of the mandatory tender requirements submit the certificate of registration as a corporate private security service provider and Guard Force Numbers (GFN) issued by the Authority for their private security officers (security guards),” read the statement in part.

The PRSA CEO noted that security firms that fail to follow the directive shall be liable to both such fine and imprisonment.

“The Guard Force Number (GFN) is the ONLY proof that an individual Private Security Officer (security guard) has been duly registered and licensed by the Authority in accordance with the provisions of the Act,” Mahamed stated.

This comes after Kenya Railways Corporation announced it would procure private security services to guard its headquarters, Metre-Gauge Railway line, and Railway Training Institute.

The PRSA boss however noted that the advert by Kenya Railways did not include legal and regulatory compliance certifications as a prerequisite requirement as is required by Kenyan statutes.

“It would be an offence for Kenya Railways Corporation to procure services of any Private Security Company that does not satisfy the requirements of Kenyan laws specifically the provisions of Sections 21, 23, 28, 29 & 31 of the Private Security Regulation Act No. 13 of 2016,” Mahamed added.
