"This is a Huge, Huge, Huge Vote of No Confidence in CS Mutua!" 

Senior Counsel Ahmendanaasir now says the latest directive from the Ministry of Foreign Affairs shows that the current regime has no confidence in CS Alfred Mutua.

A communique from the foreign affairs ministry indicated that foreign mission did not have to go through CS Alfred Mutua's office to engage other local ministries.

This, according to Ahmednasir, is a sign of no cofidence in him..

"This is a Huge, Huge, Huge Vote of No Confidence in CS Mutua!...mimi ninge resign mara moja...," Ahmednasir.

In the letter dated March 1, Diplomatic missions, consulars, UN agencies and international organisations in Kenya have been given the greenlight to directly engage Ministries, State departments and agencies without going through the Foreign Affairs Ministry.

The Ministry said the decision has been reached for purposes of enhancing efficiency.

Details of meetings between the foreign entities and Government offices must, however, be shared with the Ministry of Foreign and Diaspora Affairs. 

"In the interest coordination, the foregoing is subject to requirement by the Missions to avail a report to the Ministry of Foreign and Diaspora Affairs on the held deliberations and decision undertaken within three days of the meeting," the letter said.

Under the Vienna Convention on diplomatic relations, all official communication from UN agencies, Missions, Consulars and international organisations must go through the Ministry of Foreign affairs of the receiving country.

"It has been agreed in the interest of efficiency that the Missions may communicate directly with ministries, departments and agencies of the Government of Kenya," the letter said.
