Waiguru said the treasury owes all counties Sh29.6 billion for December 2022 allocation and 31.45 for January and February 2023 allocations.

The council of Governors Chair Anne Waiguru has written to Treasury CS Njuguna Ndung'u asking his office to expedite the disbursement of Sh92.5 billion to counties to facilitate its operations. 

The letter seen by Nairobi Leo and cited as "Very Urgent" indicated that counties have been unable to carry out their operations owing to the failure of the treasury to disburse county funds.

Waiguru revealed that the counties have not received funds for December 22, January and February 2023.

"We note that the disbursement of the Counties' funds has unjustifiably delayed in contravention to provisions of Article 219 of the Constitution of Kenya, 2010 as read together with section 17 (6) of the Public Finance Management Act, 2012 that provides for timely disbursement of an equitable share of revenue to counties," Waiguru said.

According to Waiguru, the treasury owes all counties Sh29.6 billion for December 2022 allocation and Sh31.45bn for January and February 2023 allocations.

"The purpose of this letter, therefore, is to request your office to urgently disburse the outstanding balance of Equitable share to County Governments. This will ensure uninterrupted service delivery and implementation of programs and projects as budgeted for in this Financial Year," she added.

Waiguru said further delays in the disbursement of funds will put the counties in a difficult position as far as carrying out its operations are concerned.
