Arao was appointed KCAA DG by Transport Cabinet Secretary James Macharia on March 10, 2022.


The High Court has temporarily halted the appointment of Emile Arao as the Director General of the Kenya Civil Aviation Authority (KCAA).

This is after a petition stopping his appointment was filed in Nakuru.

Arao was appointed KCAA DG by Transport Cabinet Secretary James Macharia on March 10, 2022.

Arao was set to take over from Gilbert Kibe who served as the KCAA boss for the past two terms. Gilbert Kibe took over from Col Hilary Kioko in April 2015.


CS Macharia said, “Arao is such an accomplished Aviation professional with a Bachelor of Science degree in Aircraft engineering technology and a Masters Degree in Business Administration in Aviation.”

Before his appointment, Arao was the head of the East African Community of Civil Aviation Safety and Security Oversight Agency (EAC-Cassoa).

The Entebbe based company Cassoa, is an institute of the East African Community bloc which was established to promote air safety and civil aviation development.

The recruitment process was conducted by the Board of Directors at the Kenya Covil Aviation Authority who stated they are pleased to announce the appointment of Emile Nguza Arao as the Director-General.
