Machakos Governor Alfred Mutua has cleared his administration of blame over the alleged failure to pay the late Dr. Stephen Mogusu his 5-month salary.
Dr Mogusu who was attached to a Machakos Hospital succumbed to Covid-19 related complications on Monday, December 7, 2020.
While announcing his death, the Kenya Medical Practitioners and Dentists Union (KMPDU) noted that Dr Mogusu had not been paid for 5 months and had no insurance cover at the time of his death.
"Devastating to announce the demise of 28 year old Dr. Stephen Mogusu who has succumbed to COVID-19 complications At the time of his death he had not received his salary for 5 months, had no insurance and his young family left with no compensation. Too steep a price for patriotism,” KMPDU tweeted.

Following the announcement, Machakos County was on the spot for noting paying health workers. However, Governor Mutua put out a statement shifting blame to the national government.
According to Governor Mutua, Dr Mogusu worked in Machakos County, but as an employee of the national government under the Universal Health Coverage (UHC) program.
The governor further noted that all doctors employed by the Machakos County government have received all their salary and allowances, adding that all have insurance cover.
“Sad to learn of the passing of Dr. Stephen Mogusu, attached to Machakos by National Govt’s UHC program & PAY. Improper that his employer, the National Govt, had not paid him for months. Drs employed by my Govt have NO salary arrears, receive allowances & ALL have insurance cover,” Mutua tweeted.
