The ODM MP stated that he would introduce an amendment motion at the National Assembly for HELB to be changed from a loan to a grant.

“I want to bring an amendment to the HELB act such that HELB becomes a grant and not a loan. I also want to bring a motion in parliament that will allow those students that have cleared campus and they have HELB loans for all those loans to be scrapped off,” said Babu Owino.

He further stated that he would table another amendment proposal on the Salaries and Remuneration Commission (SRC) act to allow salaries of various professionals to be reviwed at regular intervals.

“We want to bring an amendment to the SRC act to allow the Salaries and Remuneration Commission to review the salaries of various professionals in this nation at regular intervals. Doctors' and nurses' salaries must be reviewed upwards,” he noted.
