Kindiki claimed that civilians with firearms licenses might take advantage to cause deaths during protests

Interior Cabinet Secretary Kithure Kindiki has stated that police officers have no shoot-to-kill orders when dealing with demonstrators. 

Speaking on Wednesday while appearing before the National Assembly CS Kindiki stated that security officers are under clear instructions not to use live bullets. 

“There are no shoot to kill orders, on the contrary, all officers in the National Police Service and security agencies who are involved in managing demonstrations are under strict instructions not to use live bullets when dealing with the member of the public,” said Kindiki.

Regarding the death of Chuka bodaboda chairman Willis Mugambi, Kindiki stated that the government has transferred the area OCPD to carry out investigations on whether a police officer might have fired a live bullet that killed him.

“The reason the OCPD was transferred is that there were very strict orders given by the Inspector General of Police that there should be no live bullets used in crowd control, not just in Chuka but even in other protests. We want to establish when the OCPD is not in office if indeed it’s a police officer who fired that bullet against the orders and the policy of the government,” Kindiki added. 

The Interior CS also claimed that a civilian who is licensed to carry a firearm might have killed Mugambi.

“It could have been any other firearm holder because there are civilians who are licensed to carry arms and they could take advantage of riots to cause deaths,” Kindiki claimed.
