"She didn’t write this letter on Friday, she has written this letter today. That is why I have said it is not just discourteous, it is contempt to the House."

National Assembly Majority Leader Kimani Ichung’wah has chided Labour and Social Protection Cabinet Secretary Florence Bore for failing to honour the National Assembly summon.

Speaking on Wednesday, July 5 on the House floor, Ichung’wah stated that CS Bore should have written to the National Assembly Business Committee last week to notify them that she would not appear.

“Being a former member of this House, she must know that on Thursdays there is a statement from the House Business Committee that schedules business for the following week. She didn’t write this letter on Friday, she has written this letter today. That is why I have said it is not just discourteous, it is contempt to the House,” said Ichung’wah.

He added, “We must make it clear as a House that we shall not allow any Cabinet Secretary, however powerful you are, however mighty you may perceive yourself, to hold the people’s representatives with contempt and the institution of Parliament."

The Kikuyu MP went on to warn Cabinet Secretaries that the National Assembly will take what it takes to protect the constitutional mandate of Parliament.

“We will do whatever it takes, all members of the Cabinet know what it can take to protect the constitutional mandate of this house and of parliament,” Ichung’wah stated.

He further stated that he will not stand before the National Assembly to defend any Cabinet Secretary or government official who is contemptuous of the House.

The National Assembly Majority Leader’s remarks come after CS Bore wrote to the House saying she would fail to appear for the plenary session as she was engaged in an official engagement outside Nairobi County. CS Bore asked the House to reschedule the session to Wednesday, July 12, 2023.
